The Central Pollution Control Board (CPCB) has issued comprehensive revised standards for industrial effluent discharge, effective from January 2025. These new guidelines represent a significant tightening of permissible limits across major industrial sectors including textiles, pharmaceuticals, paper & pulp, and electroplating industries.
Key Changes in the New Guidelines
- BOD (Biochemical Oxygen Demand) limits reduced from 30 mg/L to 20 mg/L for most industries
- Total Dissolved Solids (TDS) limits revised for inland surface water discharge
- New parameters added for emerging contaminants including microplastics
- Real-time online monitoring mandatory for industries discharging more than 100 KLD
- Zero Liquid Discharge (ZLD) now mandatory for textile dyeing units
Compliance Timeline
Industries are required to achieve full compliance with the new standards by December 31, 2025. CPCB has directed all State Pollution Control Boards to initiate inspection drives starting Q2 2025 to ensure adherence to the revised norms.
What Industries Must Do Now
- Conduct an immediate gap analysis of current effluent quality vs new standards
- Upgrade Effluent Treatment Plants (ETPs) wherever required
- Install or upgrade online effluent monitoring systems
- Submit revised consent applications to respective SPCBs
Non-compliance may result in closure notices, penalty proceedings, and cancellation of consent to operate. Industries are advised to begin compliance action immediately.
