Delhi's Three Garbage Mountains vs Indore's Zero-Landfill Model: Why the Capital Can't Copy What Works

The SWM Rules 2026 are now in force. The MCD still can't get residents โ€” or its own collection vans โ€” to keep wet and dry waste apart. Here's how Bhalaswa, Ghazipur and Okhla compare with the city that solved this a decade ago.

Every winter, when Delhi's air turns hazardous, most of the blame lands on stubble burning in Punjab and Haryana. What gets far less attention is a smell that never really goes away, hanging over southeast Delhi and Bhalaswa, coming from three enormous piles of the city's own trash. Ghazipur, standing roughly 65 metres tall at its peak โ€” eight metres short of the Qutub Minar โ€” has been called the tallest garbage mound in the country. Bhalaswa rises more than 60 metres. Okhla, smaller but sitting beside a waste-to-energy plant that regulators found releasing carcinogens at nearly nine times the permissible limit, completes the trio. Together, they are the most visible monument to a failure that is, at its root, disarmingly simple: Delhi still cannot get its residents, its waste collectors, or its own municipal corporation to keep wet and dry garbage apart.

Nine hundred kilometres away, Indore โ€” a city with barely a tenth of Delhi's population โ€” sends effectively nothing to landfill. It has topped India's Swachh Survekshan cleanliness rankings for seven years running, and it did so not with a single dramatic intervention but with a boring, patient fix: getting segregation right at the doorstep, every single day, for a decade. The distance between these two cities is not really about money or technology. It is about whether a municipal system can make one basic habit stick across millions of households.

What the New SWM Rules Actually Require

On 27 January 2026, the Ministry of Environment, Forest and Climate Change notified the new Solid Waste Management (SWM) Rules, 2026, superseding the 2016 framework and coming into force on 1 April 2026. On paper, they are a genuine upgrade. The old three-way segregation system โ€” wet, dry, and domestic hazardous waste โ€” has been replaced with a four-way split: dry, wet, sanitary, and a new "special care waste" category covering items like expired medicines, paint cans, bulbs and mercury thermometers.

The rules also introduce Extended Bulk Waste Generator Responsibility (EBWGR), tightening obligations for any establishment generating more than 100 kg of waste a day, occupying over 20,000 square metres, or consuming more than 40,000 litres of water daily โ€” a category that, per government estimates, accounts for roughly 30 percent of all solid waste generated in Indian cities. These bulk generators must now either treat wet waste on-site or send it to an approved facility and obtain a certificate proving it. Local bodies sending unsegregated waste to landfills face steeper user fees, an explicit financial nudge toward compliance. The rules also mandate a time-bound mapping of every legacy dumpsite in the country and require biomining and bioremediation โ€” microbial processes that extract recoverable material and break down toxic residue โ€” rather than allowing waste to simply keep piling up. A centralised online portal is meant to track the entire chain, from generation to final disposal, with urban local bodies responsible for feeding it data.

Experts who track implementation are cautiously optimistic about the design, but blunt about the real risk. As Shrotik Bose of the Centre for Science and Environment put it, the new framework has absorbed genuine lessons from the past decade โ€” but "the real test will be implementation." Given Delhi's record, that caution is well placed.

Delhi's Segregation Failure Starts at the Door

Delhi generates roughly 600 grams of waste per person, per day โ€” more than any other Indian city โ€” adding up to well over 11,000 tonnes citywide. Of this, only about 64 percent is processed in any meaningful way; the remaining 36 percent, or approximately 4,241 tonnes, lands in unsanitary landfills or open dumpsites every single day, according to Central Pollution Control Board data cited before the National Green Tribunal. That is a fresh Bhalaswa-sized problem accumulating roughly every 15 days.

The breakdown starts well before the truck arrives. In one particularly telling episode, Delhi's Mayor formally wrote to the Municipal Corporation of Delhi's Commissioner demanding an explanation after councillors across multiple wards โ€” Lado Sarai, Madipur, Vikaspuri, Patel Nagar, Tilak Nagar, Janakpuri, Mahavir Enclave, Mohan Garden and Bindapur among them โ€” reported that contracted waste collection agencies were simply failing to carry out daily door-to-door collection, let alone segregated collection, leaving garbage piling up in residential lanes for days. The Mayor's letter noted this wasn't just a contractual lapse but a direct violation of the MCD's statutory duty under the Solid Waste Management Rules.

Even where bins are distributed and residents do the work of separating wet from dry waste, the effort routinely goes to waste โ€” literally โ€” because collection vehicles tip both bins into the same compartment. As Dr Ruby Makhija, founder of the Why Waste Wednesdays Foundation, which works on zero-waste-to-landfill models across Delhi-NCR, puts it: when segregated waste gets remixed by the collector, "all that effort goes to waste. That completely erodes trust." She estimates nearly 70 percent of effective waste management depends on this one behavioural step โ€” segregation at source โ€” yet it remains the least prioritised part of the system.

Anatomy of Three Garbage Mountains

Bhalaswa

Opened in 1994 and already declared "overfilled" by 2006, the Bhalaswa landfill has continued receiving waste for two more decades regardless. By 2022 it stood over 62 metres tall, spread across roughly 72 acres, holding an estimated 60โ€“65 lakh tonnes of legacy waste โ€” with around 2,000 tonnes of fresh garbage still added daily as of recent counts. In April 2022, an accidental fire at the site pushed nearby PM2.5 concentrations up by 45โ€“55 percent and PM10 by 40โ€“50 percent, while toxic gases including nitrogen oxides, carbon monoxide and sulphur dioxide spiked between 25 and 100 percent โ€” a localised pollution event that rivalled some of the city's worst winter smog days, in the middle of summer.

Ghazipur

The largest and oldest of the three, Ghazipur has accumulated waste for roughly 38 years and is estimated to hold over 14 million tonnes of legacy material. Bio-mining began here in 2019; by 2022, officials reported the mound's height had been reduced by around 15 metres and close to 960,000โ€“775,000 tonnes had been processed โ€” meaningful progress, but a small fraction of the total, especially set against the roughly 2,200 tonnes of fresh waste still being dumped there daily even as remediation continued. A portion of the landfill collapsed onto an adjacent road in 2017, killing two people โ€” a stark illustration of the structural risk these ageing mounds pose to nearby residents.

Okhla

Okhla is unique among the three for sitting beside a waste-to-energy (WtE) plant โ€” precisely the kind of facility the new SWM Rules lean on as a solution. Yet a CPCB inspection, prompted by an NGT case, found the Okhla incinerator releasing dioxins and furans โ€” recognised carcinogens โ€” at levels almost 900 percent above permissible limits. It is a pointed reminder that waste-to-energy only works cleanly when the input is properly segregated; feed an incinerator mixed waste and it becomes a concentrated new pollution source rather than a solution.

In February 2026, Chief Minister Rekha Gupta told ANI that her government had scaled up bio-mining capacity to over 30,000 metric tonnes daily and expected to clear the legacy waste at both Okhla and Bhalaswa by the end of the year, with Ghazipur โ€” by far the largest โ€” expected to take roughly two more years. Similar deadlines have been announced and missed before; the previous government under Arvind Kejriwal had targeted a significant reduction at Bhalaswa by mid-2024. Whether 2026 becomes the year these deadlines finally hold will depend less on bio-mining capacity โ€” which can be scaled with contracts and machinery โ€” and more on whether fresh waste stops flowing into these sites at anywhere near current volumes, which depends entirely on fixing segregation upstream.

What Indore Actually Did Differently

Indore's transformation did not begin with landfill remediation โ€” it began with the doorstep. The city piloted door-to-door collection in just two of its 84 wards in January 2016 and took about a year to scale that to full citywide coverage. Alongside collection, the Indore Municipal Corporation pushed source segregation from day one, eventually expanding to a six-category system โ€” wet, dry, plastic, e-waste, domestic hazardous, and sanitary waste โ€” collected by a fleet of GPS-tracked vehicles on fixed daily schedules.

The results compound: Indore now processes essentially all of the roughly 1,900 tonnes of waste it generates daily, has been certified a "zero-landfill city," and has topped the national Swachh Survekshan rankings for seven consecutive years. Its biomethanation plants convert segregated organic waste into enough bio-CNG to fuel more than 150 city buses, while dry waste is sorted at dedicated Material Recovery Facilities employing hundreds of former rag-pickers formally brought into the system. The city earns real revenue from compost sales and carbon credits โ€” waste management that pays for itself rather than draining municipal budgets indefinitely.

Why Delhi Hasn't Simply Copied Indore

The gap isn't a mystery of missing knowledge โ€” Delhi's own officials have visited Indore, studied its model, and announced intentions to replicate it more than once over the years. The gap is structural, and it runs deeper than technology.

The Waste-to-Energy Trap

The new SWM Rules lean further into waste-to-energy as a permissible pathway, requiring WtE and cement plants to raise their share of Refuse Derived Fuel โ€” waste shredded and dehydrated for its calorific value โ€” from 5 percent to 15 percent over six years. But as the Okhla dioxin findings illustrate, WtE plants only function cleanly on properly segregated, high-calorific waste; fed a mixed stream, as Delhi's contamination-heavy collection system routinely does, they burn at lower, less complete combustion temperatures that fail to break down dioxins and heavy metals, turning a "solution" into a fresh urban pollution source. Cleanhub's Lakshmi P. makes the underlying point sharply: once waste is properly segregated, India's recycling industry is strong enough to absorb most of the recoverable material โ€” the genuinely non-recyclable fraction is typically only 5 to 10 percent by weight. Waste-to-energy, in other words, is being asked to solve a problem that better segregation would mostly make disappear on its own.

The Scoreboard Tells the Same Story

India's own government ranking system captures this gap in stark, annual detail. The Swachh Survekshan, conducted since 2016 to rank cities on cleanliness and waste management, has placed Indore first in the country every single year since 2017 โ€” a run of seven consecutive titles that no other Indian city has come close to matching. Delhi, by contrast, has never cracked the top ranks among comparable large cities, consistently pulled down by exactly the two categories where Indore excels: source segregation and reliable door-to-door collection. It is worth noting this isn't unique to Delhi โ€” cities like Chandigarh, despite spending crores on segregation bins since 2017, have scored as low as 14 percent on source segregation in recent Survekshan cycles, suggesting the problem is less about any one city's incompetence and more about how difficult it is to sustain behavioural compliance at scale without Indore's specific combination of continuous civic leadership and genuine community ownership.

What Would I Actually Recommend

Having worked across environmental compliance frameworks that ultimately depend on the same principle โ€” that upstream discipline is always cheaper than downstream cleanup โ€” I'd argue Delhi's path forward isn't a mystery. It requires the same three things Indore proved out a decade ago, applied at a scale nobody has yet attempted in India: enforceable segregation at the point of collection, with contracted agencies penalised in their contracts (not just on paper) when they remix segregated waste; a single accountable civic authority for solid waste across the capital's fragmented jurisdictions, rather than the current patchwork; and genuine partnership with the NGOs, resident welfare associations and informal waste-picker networks who already do a meaningful share of Delhi's actual sorting work, unpaid and unrecognised.

None of this is inexpensive, and none of it is quick โ€” Indore took the better part of a decade to become a zero-landfill city, with the same mayor's office pushing the same message year after year. But the alternative Delhi is currently living through โ€” three still-growing garbage mountains, a waste-to-energy plant releasing carcinogens at ten times safe limits, and a brand-new set of national rules layered onto a collection system that still can't reliably separate a bag of wet waste from a bag of dry waste โ€” is measurably more expensive, paid for in air quality, groundwater contamination, and public health, not municipal budgets.
