Ganga vs Yamuna: Two Rivers, Two Clean-Up Programmes, One Clear Winner

Namami Gange and Delhi's Yamuna effort have both run for over a decade and both have spent tens of thousands of crores. Only one river is showing up better in the water quality data.

The Yamuna is, technically, a tributary of the Ganga. The two rivers meet at the Sangam in Prayagraj, where the visible, silt-brown Ganga merges with the darker, more polluted Yamuna in a confluence millions of pilgrims visit every year believing it to be sacred. It is a fitting image for where both rivers actually stand today: one arriving in noticeably better condition than the other, after both received massive, sustained government investment aimed at exactly the same goal โ€” a clean, living river.

This isn't a comparison anyone in government tends to make out loud, for obvious reasons โ€” the Yamuna clean-up and Namami Gange are technically separate programmes with separate budgets, separate implementing agencies, and separate political owners, even though the Yamuna itself flows directly into the Ganga and a meaningful share of Yamuna-basin sewage infrastructure has actually been funded through the Namami Gange umbrella. But precisely because both efforts share a common goal, a common toolkit, and overlapping timeframes, holding them up against each other is one of the more revealing exercises available for understanding what actually makes a river clean-up work in India โ€” and what doesn't.

Namami Gange, the Centre's flagship programme for the Ganga, and Delhi's decades-long, multi-government effort to clean the Yamuna are not quite the same kind of programme โ€” one covers a 2,525-kilometre river across five states, the other is largely concentrated on a single 22-kilometre urban stretch. But they share enough in common โ€” comparable cumulative spending, similar timeframes, the same basic toolkit of sewage treatment plants, drain interception and effluent monitoring โ€” that a direct comparison is not just fair, it is instructive. And by nearly every independent water-quality metric available, Namami Gange has delivered measurable, verifiable improvement. Delhi's Yamuna clean-up, over the same years, has not.

What Namami Gange Has Spent โ€” and Built

Launched in June 2014 with an initial outlay of โ‚น20,000 crore through March 2021, Namami Gange was extended in 2022 as "Mission-II" with a further โ‚น22,500 crore through March 2026 โ€” a combined programme budget of โ‚น42,500 crore, making it comfortably one of the largest single environmental restoration efforts in the world by public spending. As of the most recent government disclosures, 492 projects worth โ‚น40,121.48 crore have been initiated across sewage infrastructure, solid waste management, riverfront development, biodiversity conservation and afforestation, of which 307 have been completed and made operational. Within that, 206 sewage infrastructure projects specifically were sanctioned at a cost of โ‚น33,003.63 crore, with 127 completed. Of the roughly โ‚น20,424.82 crore allocated to the National Mission for Clean Ganga (NMCG) between 2014-15 and 2023-24, about 82 percent โ€” โ‚น16,648.49 crore โ€” has actually been disbursed and put to work, a considerably higher utilisation rate than has typically been reported for Yamuna-specific spending.

What the Ganga's Water Quality Data Actually Shows

The improvement isn't just a matter of infrastructure counted โ€” it shows up directly in pollution readings. In Uttar Pradesh, Biochemical Oxygen Demand fell from a range of 10โ€“20 mg/l in 2015 to 3โ€“6 mg/l by 2022 โ€” comfortably within the range considered safe for bathing. Bihar's stretch of the river improved from 20โ€“30 mg/l in 2015 to 6โ€“10 mg/l by 2022, and West Bengal's from 10โ€“20 mg/l (2018) to 6โ€“10 mg/l (2022). The Kannauj-to-Varanasi stretch, classified under the poorest river-stretch category (PRS III) in 2015 due to high BOD, has since improved to PRS V, CPCB's healthiest classification band. Bihar's Buxar-to-Bhagalpur stretch moved from PRS II in 2015 to PRS IV by 2022. In Uttar Pradesh specifically, over 90 percent of the state's 135 operational sewage treatment plants are now reported compliant with pollution control norms.

Uttarakhand offers perhaps the clearest before-and-after: Haridwar's water quality, rated Category D (suitable only for fisheries and wildlife propagation) in 2013-14, improved to Category C (drinkable after conventional treatment) by 2015, and by 2025 had reached Category B โ€” safe for outdoor bathing. Rishikesh, further upstream, reached Category A by 2025 โ€” water safe to drink directly after disinfection, the highest standard in India's water quality classification. Uttarakhand also became the first state to formally adopt a Policy on Safe Reuse of Treated Water, developed with German technical cooperation (GIZ), redirecting treated sewage water toward construction, firefighting and irrigation instead of letting it re-enter the river system as an additional burden.

Biodiversity indicators point the same direction. The Gangetic river dolphin population โ€” an apex indicator species for river health, since dolphins cannot survive in heavily polluted water โ€” grew from an estimated 3,330 individuals in 2018 to 3,936 by 2024, a rise of roughly 18 percent, according to Wildlife Institute of India survey data. Dolphins have also been sighted in stretches where they hadn't been recorded before, including near Prayagraj and along the Bagmati river. In December 2022, the United Nations recognised Namami Gange among its Top 10 World Restoration Flagship Initiatives under the UN Decade on Ecosystem Restoration โ€” a level of international validation no Yamuna-specific programme has received.

What the Yamuna's Water Quality Data Shows, Over the Same Years

Set this against what we found when we examined the Yamuna's own numbers in detail: BOD readings at Delhi's own monitoring stations moved in the opposite direction over almost exactly the same period. Wazirabad's BOD rose from around 3 mg/l to 9 mg/l between 2017 and 2022; the ITO Bridge from 22 to 55 mg/l; Nizamuddin Bridge from 23 to roughly 60 mg/l; and Asgarpur, where the river exits Delhi, from around 30 to 73 mg/l โ€” more than double the level that would even qualify as "polluted" under CPCB's own bathing-water standard of 3 mg/l. When the CPCB assessed 33 monitoring locations along the Yamuna between January 2021 and May 2023, all seven Delhi sites failed to meet water quality standards โ€” not most, all. Dissolved oxygen, the parameter that determines whether the river can support any aquatic life, has been recorded at effectively zero at multiple midstream and downstream Delhi points, even during monsoon months when dilution should help.

Delhi's own cumulative spending on the Yamuna is, by conservative estimate, comparable in scale to what a fair share of Namami Gange money should reasonably be expected to achieve for a river stretch 100 times shorter โ€” over โ‚น20,000 crore across state and central sources since the 1990s, including โ‚น6,857 crore by the Delhi government alone between 2017 and 2022, โ‚น4,290 crore specifically sanctioned under Namami Gange for Yamuna basin sewage projects, an additional โ‚น8,500 crore Centre-to-Delhi transfer in 2024, and a further โ‚น9,000 crore committed under the current government's 2025 action plan. A March 2026 CAG performance audit of the Delhi Jal Board โ€” the agency principally responsible for Yamuna-related sewage infrastructure โ€” found it had failed to even produce realistic estimates of how much sewage Delhi generates, a basic planning failure with consequences for every downstream investment decision made since.

Both rivers received roughly comparable money over roughly the same years. Only one of them can currently point to a rising dolphin population as proof it worked.

Why the Gap Exists

The two programmes were never structured the same way, and that difference in structure explains much of the gap in results.

So, Which Has Achieved Better?

On the numbers, this isn't a close contest. Namami Gange can point to falling BOD levels across three states, upgraded river-stretch classifications, a growing dolphin population, and international recognition โ€” imperfect and geographically uneven, but real, independently measured progress. The Yamuna's Delhi stretch, over comparable spending and comparable years, shows worsening BOD at nearly every monitored point, zero of seven monitoring sites meeting basic water quality standards, and a government auditor's report describing the lead implementing agency as unable to even accurately estimate the scale of the problem it's meant to be solving.

The fairer, more useful comparison isn't really "Ganga versus Yamuna" as rivers โ€” it's "a single coordinated national mission versus a fragmented, politically discontinuous urban clean-up." Where Namami Gange applied one of Delhi's own core lessons โ€” sustained institutional ownership, consistent for over a decade โ€” it worked, imperfectly but visibly. Where Delhi's Yamuna effort lacked exactly that continuity, splitting responsibility across shifting political administrations and overlapping agencies, the river got worse despite the money. If there's a transferable lesson in this comparison for Delhi's own Yamuna effort, it's not a new technology or a bigger budget โ€” it's the NMCG model itself: one agency, one mandate, sustained for a decade regardless of which party holds power.
