Few rivers illustrate the gap between spending and outcome as starkly as the Yamuna. Since 2015, roughly โน4,400 crore has been sanctioned under the Namami Gange programme specifically for the Yamuna basin, targeting the creation or rehabilitation of nearly 1,840 million litres per day of sewage treatment capacity across 23 projects spread over Himachal Pradesh, Haryana, Delhi and Uttar Pradesh. Between 2017 and 2022 alone, over โน6,857 crore was spent on Yamuna-related work. Delhi's own 2025-26 budget separately earmarked โน9,000 crore for water and sewerage infrastructure, including โน500 crore specifically for upgrading sewage treatment plants. And yet, year after year, the river that flows through the national capital continues to test as one of the most polluted stretches of river in the country.
What the Water Quality Data Actually Shows
The Delhi Pollution Control Committee's own monitoring tells the story bluntly. A January 2026 report recorded faecal coliform levels at roughly 92,000 units โ around 37 times above the safe limit for even non-bathing use โ with dissolved oxygen levels at stretches like the ISBT Bridge dropping to zero, a condition in which a river can no longer support aquatic life. Biochemical Oxygen Demand, a standard indicator of organic pollution, has been measured as high as 70 to 140 mg/l in Delhi stretches against a permissible limit of roughly 3 mg/l for clean river water โ twenty to forty times over the norm. Every winter, the now-familiar image of toxic white foam floating on the river's surface at sites like Kalindi Kunj during Chhath Puja, caused largely by phosphate-heavy detergents in untreated sewage, has become an annual, predictable reminder that the underlying pollution load has not meaningfully shifted.
The Delhi stretch of the Yamuna โ just 22 kilometres of the river's roughly 1,376-kilometre length โ is estimated to contribute close to 58 percent of its total pollution load, fed by nineteen major drains carrying largely untreated or partially treated sewage and industrial effluent directly into the river.
So Where Is the Money Actually Going?
Much of the spending under Namami Gange and related schemes has gone toward capital-intensive infrastructure โ building new sewage treatment plants, laying interception and diversion drains, and riverfront development. Analysts studying the programme's outcomes point to a consistent pattern: infrastructure gets built, but the underlying systemic weaknesses that determine whether that infrastructure actually works are left unaddressed. Large parts of Delhi still lack adequate sewer network coverage, meaning wastewater from unauthorised colonies and older neighbourhoods bypasses treatment plants entirely and flows straight into stormwater drains that empty into the river. A significant share of existing treatment plants operate below their rated capacity or intermittently, due to poor maintenance, inconsistent power supply, or staffing gaps. Monitoring and enforcement against industrial units and unauthorised discharge points remains inconsistent across jurisdictions that span Delhi, Haryana and Uttar Pradesh โ three separate state governments whose coordination on a shared river has historically been weak.
A Familiar Pattern at the National Level
This is not unique to the Yamuna. The broader National River Conservation Directorate, which funds pollution-control infrastructure for polluted stretches of rivers outside the main Ganga mission โ including the Yamuna, Gomti, Damodar, Sabarmati and Mahanadi โ operates with a fraction of the resources available to the dedicated Ganga mission, even though these rivers face comparably severe pollution loads. Even within the flagship Namami Gange programme, budget analysts have flagged a recurring pattern of allocated funds going underutilised in a given financial year, with the shortfall effectively rolled over rather than fully spent โ a sign that absorption capacity, project execution speed and institutional readiness, not just the size of the sanctioned budget, are limiting factors.
What Would Actually Move the Needle
Reversing the Yamuna's trajectory requires a shift in approach as much as continued funding: expanding last-mile sewer connectivity so wastewater actually reaches a treatment plant instead of a drain; ensuring existing STPs run consistently at rated capacity with proper operation and maintenance budgets, not just capital budgets; real-time water quality monitoring with enforceable consequences for industrial and municipal defaulters; and binding inter-state coordination mechanisms between Delhi, Haryana and Uttar Pradesh, since a river does not respect administrative boundaries even when its management does. Central government has begun signalling movement in this direction, launching a "mission-mode" initiative in early 2025 aimed at decentralised sewage treatment and real-time monitoring specifically targeting bathing-quality water in the Yamuna โ but whether execution follows intent will determine if the next progress report reads any differently from the last decade's.
